Manifesto BJP ini sudah tentu tidak difahami oleh pengundi marhaen, dan BJP tidak menggarapnya untuk mereka. Sasaran BJP ialah pengundi kelas menengah baharu, neo-middle class, yang terdidik dan bergejolak dengan aspirasi baharu:
“...a whole new class has emerged. Those who have risen from the category of poor and are yet to stabilize in the middle class, the 'neo middle classThis class needs proactive handholding. Having moved out of poverty, their aspirations have increased. They want amenities and services of a certain standard. They thus now feel that Government facilities and services are not up to the mark, and hence resort to the private sector for things like education, health and transport. This is obviously costly, putting the neo middle class into a daily dilemma. As more and more people move into this category, their expectations for better public services have to be met.” - BJP Manifesto 2014
Aspirasi pengundi kelas menengah baharu ini merentas sempadan suku kaum, kasta, agama, adat resam dan kenegerian. Pengundi inilah yang menatap dan memahami manifesto BJP, lantas memberikan kepercayaan kepada parti itu - serta ikon cemerlangnya, Narendra Modi - untuk memimpin India selama 60 bulan ke hadapan.
Kemenangan besar BJP bermakna kekalahan teruk Parti Kongres India pimpinan suku-sakat Indira Gandhi - Rajiv Gandhi, Sonia Gandhi dan Rahul Gandhi - parti yang tertua dan yang terbesar di India, yang memerintah dan membangunkan India selama 54 tahun.
